RESOLUTION TO AUTHORIZE A GRANT FROM THE CITY OF LANSING TO INGHAM COUNTY/MSU EXTENSION TO SUPPORT CITYWIDE NETWORK CENTERS

RESOLUTION #03-317

WHEREAS, neighborhood network centers have been established in the City of Lansing and are recognized as vital to supporting improved community organization for the purpose of identifying needs, providing access to services and mobilizing community residents and agencies to respond to these needs more effectively; and

WHEREAS, the neighborhood network centers' goals intend to strengthen families, improve neighborhood safety for children, support food movers' services, assists in need identification and access to services, support resident knowledge and awareness of resources; and

WHEREAS, Ingham County, the City of Lansing and MSU Extension have contractual agreements established to support a professional Network Center Coordinator and Community Development Agent to provide leadership and supervision of staff and programs operating within the network centers; and

WHEREAS, the Network Center Advisory Board (NCAB) whose membership includes the major human services stakeholder agencies and encourages community representation has been established to provide support and oversight to the staff and programs associated with the network centers; and

WHEREAS, there is a continuing need for operating funds to support network center costs incurred to meet the above stated goals including costs associated with telephone, postage, office and programming supplies, cleaning supplies, insurance, meeting costs, printing, equipment rental and support to volunteers; and

WHEREAS, the City of Lansing will provide a nine-month grant for the period of October 1, 2003 through June 30, 2004 to Ingham County in the amount of $25,000 to support the various operating expenses for four of the urban neighborhood network centers.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a grant from the City of Lansing in the amount of $25,000 to support telephone, postage, office and programming supplies, cleaning supplies, insurance, meeting, printing, equipment rental and volunteers support costs for the period of October 1, 2003 through June 30, 2004 at the four designated neighborhood network centers as follows:

Allen Neighborhood Center $ 6,000.00

Baker/Donora Focus Center 6,000.00

North Network Center 7,675.00

Southwest Neighborhood Network Center 5,325.00

Total $25,000.00

BE IT FURTHER RESOLVED, that this grant will be managed through the Ingham County MSU Extension Office and that the County Controller is authorized to amend the 2003 Ingham County MSU Extension budget to add the expense items and offsetting revenues identified above.

BE IT FURTHER RESOLVED, that the Chair of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary contract documents consistent with this resolution and approved as to form by the County Attorney.
